Gallifreyans in general have Human Rank stats except for Psyche and Endurance which are Peak Rank. Becoming a Time Lord raises Psyche and Endurance to Paragon Rank and they become lesser Umbra Masters, unable to do anything regarding the Grand Stair but with the Regeneration power.
